The Valencian Innovation Agency (AVI) serves as the managing body for the Valencian Community’s programme for the European Regional Development Fund (ERDF) for the period 2021–2027.


Therefore, it will be able to rely on European funding to carry out most of its initiatives aimed at promoting innovation and transforming the production model.

The AVI’s investments under the new ERDF programme fall within Political Objective 1, in accordance with Regulation (EU) 2021/1060 of the European Parliament and of the Council of 24 June 2021:


"A more competitive and smarter Europe, fostering innovative and smart economic transformation and regional ICT connectivity."

Specifically, the actions promoted by the AVI fully align with Specific Objective 1.1, set out in Regulation (EU) 2021/1058 of the European Parliament and of the Council of 24 June 2021, which focuses on:


"The development and enhancement of research and innovation capacities and the uptake of advanced technologies."

Summary of the AVI-FEDER 2021-2027 Action Plan


The Valencian Innovation Agency (AVI) has established three major lines of action eligible for European funding during the 2021–2027 period, in line with Specific Objective 1.1 of the 2021–2027 ERDF programme. These actions encompass the main policies of the Agency to achieve the transformation of the Valencian Community’s production model and the attainment of sustainable, inclusive, and smart economic growth.

  • Actions to promote Public Procurement of Innovation (PPI) as a way to improve the delivery of public services to citizens and boost private R&D&I, including Catalytic Public Procurement driven by the AVI itself.
  • Competitive calls for grants to foster collaboration among different links in the Valencian Innovation System in addressing challenges of common interest.
  • Promotion of the adoption and training in enabling and disruptive technologies through the creation and provision to Valencian companies of a specialised network of state-of-the-art infrastructure and demonstration and experimental spaces for pilot projects and testing, as well as training activities.

Promotion of Public Procurement of Innovation

The Valencian Innovation Agency (AVI) leads the promotion and revitalisation of Public Procurement of Innovation (PPI) within the Valencian Community. To set out the principles and objectives that guide the incentive policies implemented by various public bodies, the Agency has designed a PPI Strategy running until 2026, which strengthens demand-driven innovation through public procurement.


The Strategy includes a dozen actions eligible for ERDF funding, summarised as follows:

  • PPI Training School – AVI: Awareness-raising and specialisation of public employees in Public Procurement of Innovation.
  • PPI financing synergies: Channeling PPI projects from the Community towards funding lines from the Ministry of Science and Innovation.
  • PPI Radar: Development of an information point compiling all launches of Preliminary Market Consultations (PMC) and PPI tenders.
  • Strengthening PPI solution providers: Reinforcing the technological offering of the Community to encourage participation in PPI processes.
  • Grants to promote PPI from Local Administration.
  • Public Procurement of Innovation by the Generalitat Valenciana: Technical assistance for the development and execution of PPI projects by the Autonomous Administration and its instrumental public sector.
  • Activation of Catalytic Public Procurement Projects, financed by the AVI.
  • Safe testing environments for Public Procurement of Innovation.
  • AVI’s virtual PPI community.
  • Pact for Public Procurement of Innovation in the Valencian Community.

Call for Grants for Strengthening and Developing the Innovation System

The Valencian Innovation Agency promotes the development and strengthening of the Valencian Innovation System (SVI) through its annual competitive call for grants, comprising six programmes of various kinds aimed at solving production system challenges through R&D&I.


Among other initiatives eligible for ERDF support, the AVI funds high-impact projects carried out in cooperation among various SVI stakeholders, the consolidation of the entire business value chain, the intensification of knowledge use by companies, and innovative public procurement as a tool for developing technologies and innovations aimed at improving the quality and efficiency of public services.

  • Strategic collaborative projects.
  • Consolidation of the business value chain.
  • Valorisation and transfer of research results to companies.
  • Promotion of Public Procurement of Innovation.
  • Talent promotion: innovation agents, incorporation of technologists and technicians in companies, and industrial PhD candidates.
  • Complementary actions to promote and strengthen innovation.

Promotion of Adoption and Training in Enabling and Disruptive Technologies

The Valencian Innovation Agency (AVI) plans the creation and provision to companies in the Valencian Community of a network of cutting-edge infrastructures and demonstration and experimental spaces for developing pilot projects and tests, including those that derive value from the management of public and private data, as well as training and capacity-building activities in enabling and disruptive technologies.
